Editing your town can be as simple as adding a few empty blocks to build more houses and adding community buildings that were added in an expansion pack, but have not automatically been placed in your town, or it can be as drastic as demolishing everything in town. In my game, I'm using the Custom Sims 3's custom rabbit holes, that replace the school by a rug and let you build a building around that will match with my town, but as I didn't want to let the building empty, here's few items to fill a classroom or to decorate any schoolgirls and boys's bedrooms.

Press ctrl+shift+c at the same time and then type testingcheats true then press enter.Then type in the cheat command bar cas.fulleditmode Then press enter.then go off the cheat bar, to do that press ctrl+shift+c at the same time. Then get the teen to 'plan outfits' then look at the bottom left and it should show you all the members in the family and press the + at the end of the teen and baby.
